ECC EAM Full Data Load Fails With Error ORA-01403 (Doc ID 2653497.1)

Symptoms

When attempting to run the Enterprise Asset Management Command Center Data Load it fails with
the following error. 

Note: Issue can occur on later versions but fixed in ECC v4.  ECC v4 or later (ECC v4 is latest at this time) will resolve this issue.
