On : 12.1.3 version, Person / Assignment Issues
When attempting to query an Applications user, the following error occurs. The same error is being encountered when attempting to update the person record in HR of the employee who is associated with the user.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Log on to the Applications.
2. Choose the System Administrator responsibility.
3. Navigate to Security-> User-> Define.
4. Query the user.
