On : 12.2.8 version, Singapore Payroll

ACTUAL BEHAVIOR
---------------
For an employee with Permit Type 'Permanent Residence', the CPF contribution in the first year is incorrect. System calculates full rate i.e., 20% and 17%.

EXPECTED BEHAVIOR
-----------------------
First year CPF EE & ER for Singapore Permanent Residence should be 5% and 4% respectively.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change/ update the permit type of the employee to 'Permanent Residence'
2. Run payroll and check EE & ER CPF
