System does not validate UDA Fields which are set as Mandatory for Requistion lines (Doc ID 2654251.1)

Symptoms

On : 12.2.5 version, Requisition

ACTUAL BEHAVIOR
---------------
UDA Mandatory Field Not validated while submitting Requisition

EXPECTED BEHAVIOR
-----------------------
If UDA was defined as required field, it should be validated while submitting the requisition

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. CLM Purchasing Responsibility
2. Setup > Attribute Setup Workbench > Attribute Setup Workbench
3. Define an UDA with Required ="Yes" and associated to Requisition Header and Lines
4. Submit the requisition
5. System did not throw any error. Requisition has been submitted successfully without entering the UDAs
