Call To OE_Config_Price_Util.OE_Config_Price_Items_MLS PL/SQL in Configurator Returns Zero Price (Doc ID 2654648.1)

Symptoms

With the profile option CZ: Enable List Price set to Yes, the pricing is not correct. When launching the Configurator to price order lines, only some items are priced.
Everything else is $0.  This works as expected from iStore.

QP_CUSTOM_IGNORE is a pricing hook in OM and this hook seems to work fine in Order Management, providing the correct price. However, with this enabled, pricing is $0 in Runtime. Prices are correct in Runtime with this Hook disabled.

EXPECTED BEHAVIOR
Expect all selling prices to be displayed whether this is an initial configuration or a re-configuration from OM.

STEPS
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Query an existing sales order
3. Navigate to the Lines tab
4. Click on the Configurator button for an order line having an ATO or PTO model
5. Configurator Runtime shows prices only for previously selected options
