Viewing Draft Modifications in View Only Mode the Total Funded Value on the Modification/Award is Showing Incorrect Totals (Doc ID 2655503.1)

Users have applied a modification to an Award to reducing the funding but the number being shown indicates an incorrect amount of the reduction.

While Viewing the Modifications in view only mode - the total funded value on the header page is showing incorrectly

Steps to Recreate

1. Create or find an award that has been approved

2. Create a modification on the award  - change funded value when modifying - add a line or do any sort of modification

3. Approve and merge the Modification with the Award

4. Exit the screens and come back in and query the award

5. Click on award # and header opens

6. Click  on the Pulldown bar to "view modification"

7. Modification opens - click on mod # and totals wrong on these columns on the mod header form in view mode:

CHANGED AMT EXCLUDING OPTIONS

TOTAL CHANGE IN FUND VALUE
