Symptoms
When attempting to transfer an employee to a new Manager, the following error occurs.
ERROR

An Invalid Setup has been detected for the current Transaction Type in Approvals Management. Please contact your System Administrator.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Responsibility: Manager Self Service
2. Open 'Transfer' function
3. Select Employee
4. Start Transfer by entering effective date
5. click next
6. click next
7. Assign New Manager
8 click next and Review page errors
