Performance Issue while Creating Transaction Manually or via Autoinvoice after moving from EBTax to India Localization Tax (GST Tax) for Tax Calculation

On : 12.1.3 version, Oracle Receivables Performance Issues
It takes hours to save a manually created sales invoice transaction.
Also, it is taking several hours to complete the Autoinvoice Import program for a single sales order.
The customer has setup E-Business Tax for Tax calculation in India Operating unit and now moved to India Localization for Tax Calculation.
Issue is only seen in this operating unit.
Trace shows following calls to EBtax:

The issue can be reproduced at will with the following steps:
1. Go to Receivables Responsibility
2. Submit the Autoinvoice Import program and notices that is running very long .
Customer moved to India Localization for Tax Calculation (earlier setup was Oracle E-Business Tax)
