Goal

Example: 4 ledgers exist: USD, EUR, GBP, ZAR. The three non-USD are user translations to record USD transactions in different currencies.
Rates are uploaded using EUR ledger responsibility.

Changing EUR-USD rate causes 'Change Translation Rates' to run.

Does 'Change Translation Rates' update translation rates for all three other ledgers (EUR, GBP, ZAR) OR does it only update translation rates for the EUR ledger (the cause of the 'Change Translation Rates' submission)?
