'Upload Patch Information Bundle' operation in OAM --> 'Patch Advisor'

Symptoms

 'Upload Patch Information Bundle' fails with error dflow_subroutine_start:
instruction is not a "ret", file /runtime/dflow.c, line 539
.
Steps to simulate the issue :

Download InfoBundle11i.zip from URL :
https://updates.oracle.com/download/InfoBundle11i.zip

.
1. Start OAM
2. Go to Site Map -> Patch Advisor -> Define Staging Directory
3. At the input 'Staging Directory', type ''
4. Click on 'Submit' and 'OK'
5. Go back to 'Patch Advisor'
6. Click on 'Upload Patch Information Bundle'
7. Click on 'Submit' and 'OK'
This gives a request Id.

This request fails with the error below :
