During RMA Receipt [RCVRCERC] Locks RCV_PARAMETERS Table After Error "APP-PO-14142: rcv_header_th.event-000: ORA-000: normal, successful completion" is shown (Doc ID 2657540.1)

Symptoms

Actual Behavior
RCV_PARAMETERS is locked by RCVRCERC after Error is shown.

Error
APP-PO-14142: rcv_header_th.event-000: ORA-000: normal,
successful completion
Cause: A SQL error has occurred in
rcv_header_th.event. The SQL error is ORA-0000: normal,
successful completion
Action: Take note of both this error number and the
actions you were trying to perform. Contact your system
administrator for further assistance.

No other user is able to do receipt due to this lock.

Expected Behavior
RCV_PARAMETERS should not be locked by RCVRCERC after Error is shown.

Steps to Reproduce

[Preparation]

  1. Create and Book Sales Order: 69603
    Do not ship this Sales Order

  2. Create RMA 69604
    Reference: Sales Order: 69603

  3. Create and Approve Purchase Order: 6776

[Steps]
(From Session 1 / User 1)

  1. Navigate to Receiving > Receipts

  2. Try receiving RMA 69604

  3. Save and the following Note shows:
    Note
    Receipt date DD-MMM-YYYY HH:MM:SS is earlier than the
    shipped date of the reference Sales Order 69603 and line 1.1

    This Note message is expected behavior because the reference sales order is not shipped yet.
    RCVRCERC: RMA Cannot Be Received As Receipt Date Is Earlier Than Shipped Date Sales Order (Doc ID 1614077.1)


  4. Save again and the following shows:
    Error
    APP-PO-14142: rcv_header_th.event-000: ORA-000: normal,
    successful completion
    Cause: A SQL error has occurred in
    rcv_header_th.event. The SQL error is ORA-0000: normal,
    successful completion
    Action: Take note of both this error number and the
    actions you were trying to perform. Contact your system
    administrator for further assistance.

    This Error message is not expected behavior and RCV_PARAMETERS table is locked in the step.

  5. DO NOT close Error message

(From Session 2 / User 2)

6. Navigate to Receiving > Receipts

7. Try receiving PO 6776

8. Save

9. Wait and see there is no progress

(From Session 1 / User 1)

10 . Close Error message only

(From Session 2 / User 2)

11. Wait and see there is no progress

(From Session 1 / User 1)

12. Close Receipts form and the following shows
     Decision
     Do you want to commit?
    

13. Click No and Receipts form is closed

(From Session 2 / User 2)

  14. See the receipt is created successfully.
