Journal Approval Notifications are failing with the following error:

ERROR_MESSAGE=3835: Error '-20002 - ORA-20002: 2018: Unable to generate the notification XML.

When a JE is approved, all of the cancel/no longer required notifications to the other (parallel) approvers are failing with the following error:
