Change Equipment Group Action Does Not Consider Equipment Constraints On Source and Destination Locations (Doc ID 2658208.1)

Symptoms

Location has an Equipment Constraint Configured in Routing tab.  When Order Releases are being planned into Shipments with the expected Equipment Group.

When users execute Change Equipment Group Action on the Shipment, the Location Equipment Group Constraint is not being enforced.
