GST: Tax category got changed to default tax category after changing the ship to address (Doc ID 2658541.1)

Actual Behavior:-
On sales order, if new tax line is added along with defaulted tax, thus generated tax line with USER MODIFIED FLAG "Y" are getting deleted and new lines are inserting again with default tax upon changing ship to address on sales order.

Expected Behavior:-
Once defaulted tax is modified, user modified flag yes taxes should not get replaced by defaultation logic again.

Steps to Reproduce the issue:-
1. Create sales order.
2. Open india tax details form, found that tax got defaulted.
3. Tax that is defaulted is having freight amount.
4. Added another tax line having adhoc tax amount.
5. Applied taxes.
6. Right now, user modified flag is Yes for the taxes.
7. Updated ship to address
8. Old tax lines got deleted and got re-inserted with only default tax rule.

Business Impact:-
Due to this issue, users are not able to apply taxes per functionality
