Open_Flag And Cancelled_Flag = Y For Order Lines In Cancelled Status Preventing Order From Progressing To Closure

Symptoms
Order Header workflow in Notified - Close - Wait For Line and will not progress to closure.
Open Flag and Cancelled Flag = Y on the cancelled lines.
Order lines in CANCELLED status show the following warning:
Warning List: 10. Order_Line shows as OPEN but CANCELLED flag is set to Y.
Expect that the order header would close since all order lines are closed or cancelled. Lines in a Cancelled status with Cancelled flag = Y should have the Open flag = N.
Issue cannot be reproduced at will as this is data corruption.
