Symptoms
Unable to update agreement created from PA_AGREEMENT_PUB.CREATE_AGREEMENT API.
STEPS

The issue can be reproduced at will with the following steps:
1. Create Agreement through API PA_AGREEMENT_PUB.CREATE_AGREEMENT.
2. Login to Project Billing responsibility.
3. Navigate to Billing > Agreement.
4. Query Agreement number and try to modify it.
