Application is not calculating tax as per old tax regime even though element entry "New Tax Regime under Section 115BAC" is created

EXPECTED BEHAVIOR
-----------------------
Application should calculate with new tax regime if entry "New Tax Regime under Section 115BAC" exists

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Apply patch 30840291:R12.PAY.C
2. Create element entry "New Tax Regime under Section 115BAC"
3. Run payroll and check the tax calculation.
