Unable to delete manually entered retro assignment lines (Doc ID 2661432.1)

  1. When a system generated retro assignment record (with approval_status = 'D') is deleted, the status changes to 'Completed - Deferred Forever' i.e., approval_status = 'F'.

  2. And when a manually created retro assignment record (with approval_status = 'D') is deleted, it will be lost from back-end table pay_retro_assignments.

For system generated records, there is no issue. But for manual records, the status still shows 'Deferred' even after deletion.

The issue can be reproduced at will with the following steps:
1. Navigate to View > Retropay Status
2. Create a new retro assignment line with status Awaiting Processing
3. Mark the status of this line as Deferred
4. Delete this line but the status still shows Deferred
