Symptoms
When attempting to Activate a Service Contract with a a vacation rule to auto-sign contracts, the approval workflow fails and an error notification is generated with the following error:

Data Base Operation Failed.
ORA-00060:deadlock detected while waiting for resource in Package OKC_CONTRACT_APPROVAL_PVT Procedure complete_activity
ORA-06519 active autonomous transaction detected and rolled back in Package OKC_CONTRACT_APPROVAL_PVT Procedure k_signed
Steps
1. Setup vacation rule as follows:
Vacation rule for approval in User1.
Vacation rule for signature in User2.
2. Create a contract using User2 and submit for approval.
3. Deadlock occurs.
Workaround: If the user clicks retry manually, it gets signed and activated.
