UPK: Screenshots Do Not Appear In Every Step of Published Documents (ie. Job Aid, Training Guide)

On UPK 220.127.116.11 and later
After publishing Job Aid, Training Guide and Presentation for a particular topic, we are not seeing all the screenshots from the topic in the documents.
The issue can be reproduced at will with the following steps:
1. Select module or section, click File->Publish
2. Select publishing location, click Next
3. Select Publish Local Content Only, click Next
4. Select Player and LMS, then from Documents, select Job Aid, Training Guide, Presentation, click Next
5. View published documents in default Applications to see the issue
