Colombian Third Party Generate Balances Error ORA-01400 for Inventory Write-Offs (Doc ID 2663280.1)

Symptoms

Colombian Third Party Generate Balances Program fails with error:

Insert_Error_Rec:ORA-01400: cannot insert NULL into ("JL"."JL_CO_GL_CONC_ERRS"."JE_HEADER_ID")
Validate_NIT:ORA-01400: cannot insert NULL into ("JL"."JL_CO_GL_CONC_ERRS"."JE_HEADER_ID")
Inside PO - EXCEPTION others
Generate_PO_trx:ORA-01400: cannot insert NULL into ("JL"."JL_CO_GL_CONC_ERRS"."JE_HEADER_ID")

Transactions in error are for je_source Cost Management where write-off is created for an Inventory transaction.  Hence the PO distribution id is not populated and these write-off transactions are created in Miscellaneous write-offs form.
