ACTUAL BEHAVIOR
---------------
From the shopping cart page, after changing the amount from 500.00 to 30.00 and navigating out of the field, the amount value changes back to 500.00.

EXPECTED BEHAVIOR
-----------------------
From the shopping cart page, after changing the amount from 500.00 to 30.00 and navigating out of the field, the amount value does not revert back to its original value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into iProcurement and create a 'Goods or services billed by amount' type non-catalog request in the amount of 500.00.
2. Add to cart and checkout.
3. From the shopping cart page, change the amount from 500.00 to 30.00 and navigate out of the field. The amount value changes back to 500.00.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot change the amount value.
