Line Number In Quoting Forms UI Are Not Displayed Properly When Manually Choose Operating Unit

ACTUAL BEHAVIOR

After 12.2.8 upgrade, line numbering in Quoting Forms UI is not displayed properly
The line numbers are getting displayed as 0.1 , 0.2 and so on instead of 1.1 , 1.2

See quote Line numbering is not in sequential order -

EXPECTED BEHAVIOR

Expect lines to display in sequential order such as 1.1 , 1.2 etc.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Profile Option settings:
MO: Security Profile = Vision Corporation at the Site level and the Quoting Sales Manager responsibility
MO: Default Operating Unit = Vision Corporation at the Site level and the Quoting Sales Manager responsibility
MO: Operating Unit = Vision Corporation at the Site level and the Quoting Sales Manager responsibility
ASO: Operating Unit Override = Yes
Quoting Forms UI -
Login as the Quoting Sales Manager
Create a new quote
Manually select Vision Operations for Operating Unit in Quote Header (setting to a different OU than is set in MO: Operating Unit)
Choose Quote Lines tab
In the first quote line for the Product field enter Product A
Hit tab key to go to the next line
In the second quote line for the Product field enter Model Item B
Hit tab key to go to the next line
In the third quote line for the Product field enter Product C
Hit tab key to go to the next line
In the fourth quote line for the Product field enter Product D
Hit tab key to go the next line
Note that No Line Numbers appear yet
Go to the second quote line for Model Item B and choose Configure button
Configure the item - choose options etc.
Choose Finish button
Return to the quote and see the Line Numbering is shown incorrectly.

Changes
The Operating Unit selected in the Quote Header was a different OU than is set in MO: Operating Unit or there is no value set in MO: Operating Unit for the Quoting responsibility.
