ACTUAL BEHAVIOR
---------------
During requisition creation in iProcurement, when attemptign to change the managerial approver,
the LOV does not show active employees.

EXPECTED BEHAVIOR
-----------------------
Expect to search for all active employees in the Change Managerial Approver option.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create purchase requisition
2. Before submitting, click Manage Approval and select Change Managerial Approver option.
3. Search required employee name in New Managerial Approver LOV:
4. No records are being shown.
