ACTUAL BEHAVIOR
---------------
After upgrading to 12.28 from 12.1.3 instance , Performance issue in Order Management HTML User Interface.
When login as responsibility Order Management HTML User Interface - Orders, it take approx 30 seconds to shows the Orders page.
STEPS

The issue can be reproduced at will with the following steps:
1. Login as responsibility Order Management HTML User Interface
2. Navigate to Orders, it take approx 30 seconds to show the page.
