Can't Bypass Policy As Super Administrator (Doc ID 2664152.1)

Symptoms

After upgrading to 13c, can no longer bypass the Patch Policy to apply a patch on any E-Business Environment unless it is being applied in the order of the policy. Was able to bypass this before as the Super Admin.

Steps:

Targets> Oracle E-Business Suite > Administer > Change Management > Patch Manager > When going through the process to apply the patch and click apply, getting the message.

"Submission of this deployment is a promotion policy violation"
