Estimated Reading Getting Billed When Counter Reading Exists in the Cycle and Usage is Zero (Doc ID 2664171.1)

Symptoms

Estimated readings are getting billed even when a counter reading exists in the cycle.
The issue is happening when the counter reading is same for two dates.
When the Service Contracts Main Billing program is run for the current month, estimated readings come into picture because the system has calculated the usage to be 0 and has brought in Estimated readings in the system.

Steps
1. Enter same counter readings on a Usage Line for 2 consecutive periods.
2. Run the Service Contracts Main Billing program.
3. Review the Billing History tab and note that the reading is not as expected.
