On : 12.2.8 version, Billing Modules

ACTUAL BEHAVIOR
---------------
In Lease Management, after performing Rebook on a contract, the SEL_ID values are not getting populated for Rebook Rebill invoices

EXPECTED BEHAVIOR
-----------------------
The expectation is that SEL_ID should be populated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Rebook Contract
2. The Rebook Rebill  Invoices generated have null SEL_ID
