Symptoms

After EBS 12.x upgrade or install

Attempt to launch forms in Internet Explorer, a new IE window opens with the following error:

STEPS

The issue can be reproduced at will with the following steps:
1. 12.2.x  upgrade on a new server
2. Attempt to launch forms in IE
3. New window is shown with Can't reach this page error
