FRM-30085: Unable To Adjust Form For Output - Form Not Created Error Is Raised Compiling Forms WSHFXCSM And WSHFSTAT

Symptoms
After upgrading to EBS Release 12.2.9, post-upgrade steps are completed that included RUP9, however, Shipping Execution forms WSHFXCSM and WSHFSTAT are not getting generated.
Attempting to recompile the forms raises the following errors:

FRM-32083: Value length is too long for maximum length of item.

1) Upgrade in phase 1 from EBS R12.1.3 to 12.2.
