Symptoms

When attempting to create a one time term with lease start date
the following error occurs.

ERROR
-----------------------
You cannot create 'ROU' only One -Time term when the schedule date of term is
not same as First Day of Current Month

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create one time term with only ROU flag checked and date as lease start date

2. Attach this one time term using update_lease API

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get the term created
