Symptoms

ACTUAL BEHAVIOR
---------------
German Z4 and Z4 Reports

In the Z4 Report, the country code is the 2 character Country Code
In the Z5 Report the country code is the 3 numerical Country Number
 
EXPECTED BEHAVIOR
-----------------------
Both reports should have 2 character country code and should be consistent.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users have legal reporting issues
