R12:Payables Open Interface Import Truncates the Date columns by Removing the Time Stamp (Doc ID 2668805.1)

On : 12.1.3 version, Invoice Issues

ACTUAL BEHAVIOR
---------------
Payables Open Interface Import resets timestamp to 00:00:00 for invoice_received_date

 populating AP_INVOICES_INTERFACE for importing invoices.

When populating received date,  entering value like '02-APR-2020 14:24:49'. After running the "Payables Open Interface Import" program, the invoice is getting imported successfully.

But when checked the imported invoice, the invoice_received_date is "02-APR-2020 00:00:00" and the timestamp value is lost.

EXPECTED BEHAVIOR

the time stamp value to be retained after the invoice is imported.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. populate the interface tables and also the field invoice received date .
2. run the payable open interface import.
3. note that after the invoice is imported, the invoice received date is missing the time stamp.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot import the invoices with invoice received date column having time stamp value.
