Clicking Lot/Serial Button on View Material Transaction Form in Batch Gives Error: "APP-INV-05443: Negative balances not allowed" (Doc ID 2668844.1)

Symptoms

On : 12.2.8 version, Batches

For an item that has only two lots onhand, use the item as an ingredient in a batch.
On the batch, create one transaction that fully consumes both lots (by clicking the Lot/Serial button to enter the lots/quantities on Lot Entry).
Then, from Batch Details, go to Inventory > View Material Transactions, click on the transaction, and click the Lot/Serial button to view the lots.
The following error occurs

APP-INV-05443: Negative balances not allowed

If the INV:Override Neg for Backflush profile is set to Yes, then a slightly different message is displayed:

APP-INV-05407: Quantity will drive inventory negative - Ok/Cancel

In this case, after clicking OK the form displays.

These messages only happen when there is no onhand left after consuming the two lots.
Clearly, attempting to just view this data should not give these messages.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Batch
2. Release Batch
3. Enter a single transaction for the ingredient, drilling down to Lot/Serial to enter both lots.
4. From Batch Details, go to Inventory > View Material Details, click on the transaction, click the Lot/Serial button

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view the lot data for the transaction without going to the Inventory responsibility to query the transactions..
