Cannot Create Business Rules in Product Hub, All Entered Fields Are Blank On Save (Doc ID 2669097.1)

Symptoms

On : 12.1.3 version, Catalog items

Cannot create Item Rules, page shows blank values after clicking on Apply.

ERROR

## Detail 0 ## java.lang.NullPointerException at oracle.apps.ego.rules.admin.itemrules.server.EgoCreateRuleSetsAMImpl.getIsRuleSetComposite(EgoCreateRuleSetsAMImpl.java:1815)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Development Manager >Setup > Setup Workbench > Rules
2. Item Rules > Create
3. Enter Rule Name, Description, etc.
4. Click Continue. Now all those fields entered earlier about the rule are blank.
The rule will not save.
