Some User Faces Error Message "You do not have permission to access this functionality" When Try to Update PO with Excel Via Buyer Work Center (Doc ID 2669231.1)

On : 12.2.9 version, HTML Orders

When attempting to update purchase order using "Update with Excel" in Buyer Work Center,
the following error occurs.

You do not have permission to access this functionality.
Please contact your system administrator for assistance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchasing > buyer work center > orders
query purchase order
select order: Update with Excel

2. System shows:
Error
You do not have permission to access this functionality.
Please contact your system administrator for assistance.

3. Issue is particular for some users, and not for all the uers.

4.Querying same purchase order on application form,  and same user is able to update.
