Adop failing after db upgrade to 19c (Doc ID 2671108.1)

Symptoms

On : 12.2.9 version, MICC Transfer to TSC

When attempting to run adop cycle
the following error occurs at apply phase.

ERROR

AutoPatch error:
You must be in Maintenance Mode to apply patches.
You can use the AD Administration Utility to set Maintenance Mode.

You should check the file
/u01/app/fs_ne/EBSapps/log/adop/6/20200422_221429/apply/*****/30297212/log/u30297212.log

for errors.

The issue can be reproduced at will with the following steps:
1. attempt to apply a patch


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot apply patch

NOTE:
The issue with the service name not setup correctly on a 19c env also caused the below error when customer was running adop finalize phase:

Statement Handler Error Code: 20001
 Statement Handler Error Message: ORA-20001: Error: while calling ad_zd.finalize .ORA-20001: Finalize can only be run from the Patch Edition.
ORA-06512: at line 7 (DBD ERROR: OCIStmtExecute)
 Reference of statement-handler is valid, not attempting database reconnect.
 Failed to execute SQL statement:
