Ship Units XID Created via Integration Are Not Created with BN Rule (Doc ID 2672290.1)

Symptoms

BN rules/Generator doesn't work as expected for Ship Unit ID generated via integration. When an XML for Order Release with no Order Release XID and no
ship unit XID  is uploaded to OTM via integration manager it will create release with ID but that OR has ship unit ID  as -zzz with no prefix of the order releaseID xxxxxxxx-yyy
