Categories Displayed Not Having Hyperlink Enabled When Adding Category In Create Solution Page (Doc ID 2672306.1)

Categories having hyperlink enabled when navigating to (R) Knowledge Administrator > Setup > Categories.

But when navigate to (R) Knowledge Administrator > Authoring > Create Solution > Add category,
 the list of categories displayed is not having the hyperlink enabled. Why these categories displayed not having the hyperlink enabled?
