Symptoms

The lock and update button is not available for two solutions.


Steps
The issue can be reproduced at will with the following steps:

The lock and update button is not available for two solutions.
The customer needs to update the solution but is unable to as the button is not available.
CS_KB_SETS_B table which shows that the solution is locked by -1.
