Symptoms

The Profile option GLDI: Force Journals to Balance is set to Yes at both site and application level.

When an unbalanced journal is uploaded to the interface in ADI the following occurs:
-- Actual journals are rejected as out of balance, as expected
-- Budget journals are accepted even though they are out of balance
