ACTUAL BEHAVIOR

COBRA Benefit Initial Information letter is blank.

EXPECTED BEHAVIOR
-----------------------
Expect the letter to produce output.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Total Comp Enrollment > Enrollment Process > Person Communications.
See that there is a pending COBRA Initial Information communication for the employee.
3. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
4. Select request name "COBRA Benefit Initial Information" and submit for the same employee.
The generated file is blank and only shows an Oracle logo at the top.
