Responded By Name displayed on the PO change history page is not the correct

EXPECTED BEHAVIOR
-----------------------
System should display the correct Responded by Name in change history page for purchase order 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to Purchasing Responsibility
2. Navigate to Buyer Work Center > Orders
3. Query the PO > View Change History
4. See it shows incorrect buyer/responded by
