MX -Terminated Employee Severance Pay Should Not Generate 'TipoOtroPago 002' In CFDI (Doc ID 2675910.1)

Symptoms

On : 12.1.2 version, Payroll - General

ACTUAL BEHAVIOR

On : 12.1.3 version, MX Payroll - RUP 12

Mexico - Terminated employees that are being paid Severance and/or Legal Settlement (CFDI Code 023) are generating 'TipoOtroPago 002' code in CFDI
XML. These employees are TipoRegime 13, which should not generate code 002.
This is causing CFDI's to error when processed through stamping with the following error

ERROR

Keys 002, 007 or 008 should not be registered in the Attribute TypeOtherPayment since in the Attribute TypeRegime there is no key 02.


Steps To Reproduce:
-------------------------
This issue can be reproduced as follows:
1. Mexico HRMS Manager responsibility
2. Terminate employee & add non-reccuring Severance element
3. Run QuickPay and other payroll processes including Payroll Archiver (Mexico).
4. Run CFDI process
