On : 12.1.3 version,
ACTUAL BEHAVIOR

When user is trying to submit a change request in the quantity, the request is automatically rejected with error:

Exception when Processing the Change Request: Can not update price Since the Purchase Agreement does not allow changes to the Purchase Order Line price.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a requisition using an item from a GBPA/BPA (Global blanket agreement)
2. Create the PO (Purchase Order)
3. Approve the PO
4. Execute a change in the quantity of the requisition
