R12: AP: EBTax: Migrated Tax Codes Are Not Appearing in the Tax Rate Page (Doc ID 2676563.1)

Symptoms

In the Tax Manager responsibility, navigate to Tax Configuration > Tax Rates.  Then, query tax rates and click on GO or search for tax rate in the LOV.  But, migrated tax codes are not appearing in Tax Rate pages in Tax Manager.  However, they do exist in the zx_rates_b table.
