Getting error when running the PO PCC ECC Data Load

Steps to reproduce:

1. Responsibility: Purchasing

2. Navigate to: Reports > Run

3. Submit the request "PO PCC ECC Data Load"
   Parameters:
   - System Name = EBS
   - Load Type = FULL_LOAD
   - Log Level = Error

This spawns two requests:
 - PO PCC ECC Data Load - completed successfully
 - ECC - Run Data Load - completed with error
