Symptoms
On : 12.2.8 version, Debrief / Field Service Report
When attempting to process Material Debrief liens
the following error occurs.

OKC_CONTRACTS_REQUIRED_VALUE (COL_NAME=Ship to id is not Valid)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Service Request, tasks
2. Create Debiref
3. Enter Material Debrief liens
4. Try to post Debrief
