INVIDITM Updates to Description using 'View>>Translations' By Language not updating Items correctly (Doc ID 2676921.1)

We have encountered a problem updating language descriptions by language generating wrong values

We have encountered a problem updating language descriptions. When accessing ITEM_A, and going through the language descriptions without making any changes, and then searching ITEM_B and updating the language descriptions and saving, the ITEM_A and ITEM_B descriptions have the following behavior.

The ITEM_A descriptions have been updated with the New ITEM_B description, except in the Master Organization, which the ITEM_A description has remained unchanged.

ITEM_B descriptions were updated with new ITEM_B description. Still for ITEM_B, for languages not logged to ORACLE EBS, the description has not been updated. In Org Master the description has been updated.

Via the translation screen of the descriptions, we do not see the issues, as it always shows the language of the Master organization, but in the tables and in some applications the item description is showing wrong.

 Expected language descriptions to be updated correctly

The issue can be reproduced at will with the following steps:
1. Inventory Responsibility:  Navigation>>Items>>Master Items

2. Search Item_A>>View>> “Translations” >>Change Description (short) for each language>>Save

3. Query Items Translations table (MTL_System_Items_TL). >>See That updates are not reflected in all Organizations (except master) where language was not the logon language.

The issue has the following business impact:
Due to this issue, users cannot maintain correct Descriptions in multiple languages.
