After the Change Manager Process, the Second Assignment's Tax Code Gets Overwritten by the First Asiignment's one (Doc ID 2676977.1)

Symptoms


ACTUAL BEHAVIOR

Patch 26303251:R12.PER.B has been applied and the PAYE Aggregated Assignments flag is no longer updated when we run the Change Manager process.
However, the actual Tax Code of the employee is updated.

(1) Create a new Assignment on 10 September 2018 and make it the primary assignment. Set Tax Code as BR.
(2) End date the old assignment on 10 September 2018
(3) Run Change Manager process for new assignment to allocate a manager
(4) The PAYE Aggregated Assignments box remains unchecked but the Tax Code from the old assignment (1185) has now been copied into the new assignment.

So the Tax Code for both assignments is now 1185 with no aggregation so the tax deductions will be incorrect.

EXPECTED BEHAVIOR

The tax code of the new assignment should not be overwritten by the old assignment one.

STEPS

The issue can be reproduced at will with the following steps:
(1) Create a new Assignment on 10 September 2018 and make it the primary assignment. Set Tax Code as BR.
(2) End date the old assignment on 10 September 2018
(3) Run Change Manager process for new assignment to allocate a manager
(4) The PAYE Aggregated Assignments box remains unchecked but the Tax Code from the old assignment (1185) has now been copied into the new assignment.
